Also in the bigger picture it links back to some posts from late last year on the TiMAF definition of information and information management, because your definition of what constitutes collaboration will impact on who the 'owners' are.
For SharePoint specifically this an issue due to its both its broad feature set, and in no small way due to the Microsoft marketing which depicts it as a tool which 'the business' can use with a lot of help from IT.
My (virtual colleague) Jed Cawthorne recently shared his thinking around collaboration technology and the ownership thereof in an organization.

eg, a product manager is tasked to create a toy that appeals to boys and girls ... it doesn't have the best blog, the best wiki, the best document management tool ... Once you have been around the lifecycle for the first thing (eg, collaboration), and then doing it again for something else (eg, document management).
My flight was cancelled from Christchurch, so I was late getting into Wellington for the inaugural SharePoint Conference in New Zealand. The conference is being held at The Duxton Hotel, and there's 200-300 people here.

IBM, for its part, has more aggressively shown willingness to move forward with Lotus Connections, which right now has a better design than the social software features in SharePoint, which is largely still a document management system.
When this happens, they'll either fold or be purchased by IBM or Microsoft.
I thought this was an interesting clip from a CIO magazine article...
