The creation of stock companies with transferable shares should not be subsidized and the property rights, which will be strictly confined to the inhabitants of the local society, must be universal and non transferable. Its public (and not necessarily state) character will have to be secured, its absolute independence from governmental and large corporations, as well as the priority of its use by small producers against big ones.
