Founded on the sovereign’s need for approval during the contentious later years of the aristocracy (an approval that eventually was withdrawn), the public sphere served as a check on the state. Interest communities, forums, newsgroups, blogs, on the other hand, are sites for individuals who are generally not on intimate terms to encounter others, sometimes with the goal of making acquaintance, sometimes on a deliberately anonymous and ephemeral level. Whether network culture plants the seeds of greater democratic participation and deliberation, or whether it will only be used to mobilize already like-minded individuals, remains to be seen.

What constitutes a healthy community? In short (although we’ll deal with the long version too), it depends on what you (or your client) wants the online community to be doing, how the community feel about that, how much churn and spam there is, how the numbers reflect the KPIs set and how ‘happy’ the membership is. In 2003, I was working on the community team at The LEGO Company, the maker of those fantastic and wonderfully ubiquitous plastic interlocking bricks.
